If Heroic Leap is meant to increase roll distance, it is doing nothing you can measure in-game right now. That leaves two options, and neither feels great: either the perk is bugged or the description is pointing at the wrong mechanic entirely, maybe some recovery timing or stamina value that the game never explains.

Why This Is A Big Deal For Your Build
